World Bank Partners with India to Create Millions of Jobs Over Next Five Years

India is set to receive a major boost in job creation as the World Bank Group announced a new long-term partnership with the Indian government. Under this plan, the World Bank will provide up to $50 billion in funding over the next five years, aimed at creating jobs across both urban and rural India.

The initiative marks a significant expansion from the Bank’s previous support plan and signals growing global confidence in India’s economic growth story. The focus will be on sectors that can generate employment at scale and support India’s long-term goal of becoming a developed nation by 2047.

What Is the New World Bank–India Partnership All About?

Funding of $8–10 Billion Every Year

The World Bank Group confirmed that it will provide between $8 billion and $10 billion annually to India over the next five years. This funding officially begins in early 2026 and replaces the earlier framework that was active from financial year 2018 to 2022, later extended due to the pandemic.

Under the previous plan, India received $6–7 billion annually. The new framework significantly increases that support, reflecting both India’s growing needs and its importance to the global economy.

A Five-Year Roadmap Starting 2026

The new country partnership framework comes into effect from the start of 2026 and will run for approximately five years. During this period, the World Bank and the Indian government will work closely to ensure the funds are deployed quickly and effectively through existing and new development programmes.

Key Focus: Creating Jobs at Scale Across India

Priority Sectors for Employment Growth

The World Bank said the funding will focus on sectors that have the potential to create large numbers of local jobs. These include:

Infrastructure and clean energy
Agribusiness and rural livelihoods
Healthcare and health systems
Tourism and hospitality
Value-added manufacturing

These sectors were chosen because they can generate employment not just in major cities, but also in small towns and rural areas, helping reduce regional inequalities.

Urban and Rural India Both in Focus

Unlike many earlier programmes that focused mainly on urban development, this partnership aims to balance job creation across rural and urban India. Strengthening rural employment is expected to slow migration pressures on cities while improving income stability in villages.

Government Welcomes Support as Aligned with Viksit Bharat Vision

Finance Minister Highlights Long-Term Impact

Finance Minister Nirmala Sitharaman welcomed the World Bank’s renewed commitment, calling it fully aligned with India’s Viksit Bharat vision. She said the partnership would help create sustainable jobs by combining public funding with private capital and global expertise.

According to her, using international best practices along with India’s own development priorities will help deliver impact at both speed and scale.

Goal: Developed India by 2047

India’s long-term objective is to become a developed country by 2047, marking 100 years of independence. Job creation is seen as a critical pillar of this vision, especially as millions of young people enter the workforce every year.

Where Will the World Bank Money Be Used?

Funds to Flow Through Existing Government Schemes

The World Bank said that much of the funding will be deployed through existing government programmes. These include:

Pradhan Mantri Skilling and Employability initiatives
Upgradation of Industrial Training Institutes
Maharashtra’s Resilient Agriculture Project
Kerala Health Systems Improvement Programme
Expansion of electric mobility and clean transport

Using existing schemes allows faster deployment and reduces administrative delays, ensuring that the money reaches beneficiaries sooner.

Boost for Skills, Health, Agriculture and Clean Energy

A significant portion of the funding will focus on skill development, healthcare infrastructure, climate-resilient agriculture, and electric mobility. These areas are expected to generate both direct and indirect employment while supporting sustainable growth.

World Bank President on Why India Matters

India Seen as a Global Growth Engine

World Bank Group President Ajay Banga, who was in India for the announcement, described the country as one of the most important drivers of global economic growth today.

He said the new partnership is designed to help India grow faster while ensuring that growth translates into real opportunities for millions of people.

Jobs at the Core of the Strategy

According to Banga, job creation is at the heart of the World Bank’s engagement with India. The partnership aims to combine financing, policy reforms, and private sector investment to turn economic growth into inclusive development.

India Is the World Bank’s Biggest Client

Massive Ongoing Commitments

India is currently the World Bank Group’s largest client. As of now:

The International Bank for Reconstruction and Development has committed $20 billion across 79 projects
The International Finance Corporation has invested $16.72 billion across 174 projects
The Multilateral Investment Guarantee Agency has provided $618 million in guarantees

These investments span multiple sectors and states, supporting everything from infrastructure to digital development.

Shift Toward Private Sector Participation

Under the new partnership, the World Bank plans to use more of its resources to attract private-sector capital. This means public funds will be used strategically to unlock larger investments from private companies, especially in infrastructure, energy, and manufacturing.

How This Partnership Differs From the Past

Larger Scale and Faster Deployment

Compared to earlier frameworks, the new plan offers higher annual funding and a stronger focus on immediate deployment. The pandemic highlighted the need for faster action, and this partnership reflects those lessons.

Greater Use of Global Expertise

Beyond funding, the World Bank will bring global knowledge, technical expertise, and international best practices to Indian projects. This includes support for policy reforms, project design, and implementation.

India Has Multiple Funding Partners, Not Just the World Bank

While the World Bank is India’s largest multilateral partner, it is not the only source of development funding. India also works closely with institutions such as:

Asian Development Bank
Asian Infrastructure Investment Bank
New Development Bank led by BRICS nations

This diversified funding base gives India flexibility and bargaining power while pursuing its development goals.

Scale of World Bank’s Presence in India

As of the end of December 2025, the World Bank’s India portfolio included 710 projects with total commitments of over $139 billion. These projects cover a wide range of sectors including agriculture, education, energy, environment, health, transport, urban development, water, and digital infrastructure.

The sheer scale of this engagement highlights the depth of the India–World Bank relationship.

What This Means for Jobs and the Economy

More Opportunities for Youth and Skilled Workers

With millions of young Indians entering the workforce every year, job creation remains one of the country’s biggest challenges. The new funding is expected to support both skilled and semi-skilled jobs across industries.

Support for Sustainable and Inclusive Growth

By focusing on clean energy, healthcare, and rural development, the partnership aims to ensure that growth is not just fast, but also inclusive and environmentally sustainable.

Final Takeaway

The World Bank’s commitment of up to $50 billion over the next five years marks one of the largest development partnerships India has seen in recent times. With a clear focus on job creation, skill development, and private-sector participation, the initiative could play a major role in shaping India’s economic future.

As India moves steadily toward its 2047 development goal, partnerships like this will be critical in turning growth into opportunity for millions across the country.
